"One Night in the City" is good... if you're expecting big plot hooks that will spark adventures. Conversely, what you will not find here is harmless "flavour" encounters made to be brief, entertaining distractions from the larger business at hand. Admittedly, I was hoping for the latter.
Since it's really a set of plot hooks, rather than simple one-and-done encounters, I would ignore the table for randomly selecting them -- if you use one of these hooks, you'd do best to be prepared and have given some thought to what will come next. Used as the plot hook encounters they were clearly intended to be, they are creative and interesting. They're just not the sort of thing you can drop into an urban scene willy-nilly.
