If you're looking for a method to give just a small bit magic, this is an excellent resource. The book gives several suggestions on how one might let players learn runes. This includes feats or other methods. If you're looking for world bending magic, look elsewhere, otherwise if you want small tricks that allow for a party to ever so slightly tip the scales, this might be your best bet.
