This is a unique supplement focusing on a niche part of life in a Dungeons & Dragons world. It is often too easy to reduce these worlds down to being defined by strife and hardship; May has done a respectable job of shining some light on the happier side of things.
What's to Love: The content is well-written, concise, and easy to digest. It stays on-topic and flows well from an organizational standpoint. There are tools for both creating your own festivals and full holidays or plenty of tables you can use to quickly represent a small fair at the table. It's versatility as both a prepatory guide and at-the-table reference are definite bonuses.
Sticking Points: There is little to bring up here in terms of the writing itself. As for the content, it is a fairly niche topic that does exactly what it says on the tin. If you have no interest in incorporating holidays and festivals into your game world, there isn't much for you here. The art is vastly different than what you may expect from a Dungeons & Dragons product, but it is consistent in style throughout the product and does little to distract from the text.
Room for Expansion: If there is one thing I would have liked to see in a book like this, it is a treatment of some of the more common setting-specifc holidays. For example, Greengrass in the Forgotten Realms or Wildnight in Eberron. A few setting-specific holidays are mentioned throughout the book, but are not detailed.
Conclusion: Festivals, Feasts, and Fairs is a valuable product if you are looking to build out these aspects of your world. There is plenty of content here to justify the $2.95 price tag.
