It's not bad. I like that you are thinking about the effects of a potion in society but I'd recommend leaving legality to a separate section where you offer suggestions about certain items, since laws can vary wildly in different parts of a campaign world.

I'd recommend a more subdued color instead of the bright red text, to make it easier on the eyes. The paragraphs could use more spacing as well. I've noticed that it's a habit for a lot of people to clump together as much as possible on one page.
