From the title's "Citizens", I was hoping for something beyond the mostly military options presented here. These folks are useful variants, certainly, but some mining specialists, skilled craftsfolk, smiths/armourers and creators of magical items would have been handy additions. And maybe also some children. Oddly, the arguably least combat-oriented character included, the Dwarf Curate, is also the only one without a short descriptive flavour paragraph.

Another solid supplement from Scott Holden. As I said in my review of his Elves doc, the NPCs herein are very dwarven flavored, so they it's not easy to swap out the race of the character, but if your PCs are visiting a Dwarven city, this is a must-have. I look forward to seeing more from this author.

Nice additional reference for quickly needed NPC stats for "on-the-spot winging" DMing. Nothing too fancy, short and sweet (8 stat blocks in this document), seems balanced against other similar stat blocks.

Formatting (at the time of this reveiw) gets clunky at the end of the document.

Hey, what can I say, it is what it says on the can! The material seems relatively well balanced. The formatting is a little clunky, with one statblock being hard to distinguish from the next. You already have statblocks being broken across columns and pages, so what's the harm in a little more gap before headings?

Very nice supplement with plenty of NPC. Great as a backup material to flesh out small settlement or big city without bothering with pre-game preparation. I would definitely use it in my campaign!

more in detail...

Dwarf Battlerager: Nice brawler with some berserk like abilities.

Dwarf Curate: Divine spell caster, useful to populate temple and shrines in dwarf stronghold. Probably a more powerful version would be also useful to represent high priest.

Dwarf Elite Guard: Probably too powerful to represent even normal Royal guards, but excellent as lieutenant or city guard captain.

Dwarf General: One of my favorite, with minor quirks could be useful also to represent noble or other high born characters.

Dwarf Soldier: Second best, perfect city guard or common soldier, even if some more armor or a shield would have been nice

Dwarf Tunnel Rats: This one is the least useful as is written. Only the Keen Hearing feature is not enough in my opinion to characterize this scout-like character.

Dwarf Warpriest: Sort of cleric-warrior, with good flavor. I would have liked more another divine spell caster of higher level without martial ability tough

Dwarf Yeoman: Common dwarf folk, just when you need a not so important dwarf NPC stats.
