are there battle maps for VTT in the document, or any intention to add some in the future?

I'm not sure what VTT is. If you can clarify VTT for me, I can provide a better answer. Thanks!
That said, the battle maps are .png format. They are embedded in the .pdf, but are also included as separate files.

Here's what you get with the package:
1) The pdf with all maps embedded in the document. These are clearly not useful for VTT use.
2) You get each map in .png format. They are not large maps, so I don't think think they're idea for VTT.
3) There is currently no plan to include larger maps, but I can ask my cartographer.
4) If you'd like a sample of what the maps are like in their present form, message me on twitter @nimbusof and I will send you a sample of one of the map to see if it suits you.

This adventure is almost all high-level combat.
I'd expect 2 four hour sessions with four players.

So my question is that it says works for 17th-20th level but what level is it designed for? Like what level should my characters be if I don’t want to modify the adventure at all.

Hi Joey,

To run unmodified you have two options:
1) The module was written for an average party level of 18. There are instructions on how to modify for higher or lower average party levels, but if you want to run unmodified: level is the way to go 18.
2) As a "one off" you could run it at level 20. There are 7 pre-generated level 20 characters. Wherever there's a combat table for level 18, there is a level 20 version as well, so you as the DM can have quick references for both on the same page.

Thanks I really like the sound of this adventure and I plan on running the decent into avernus but I’m going to start at 3rd level and add a bunch of stuff. I was using milestone leveling so I’m looking as I build for the final levels so I guess 18 will be the target.

I was working on a post Rise of Tiamat adventure to bring my party to 20th. Does this adventure end with the party facing Tiamat in her lair?

Hi Bill,

As written, this adventure has the Player Characters facing a powerful ally of Tiamat.
There are ways to adapt the story however. SPOILERS below:

If the PCs wait too long, this ally transforms into a Blue Dragon version of Tiamat that has most of Tiamat's powers and all legendary actions.
Note: if the Dungeon Master wanted to replace the current antagonist with Tiamat, this could be easily done. The DM would use Tiamat's stats from another source (or use the Blue Dragon Tiamat stats that are rather similar). AND allow the Players a long rest prior to the final battle.

This adventure would only have the Player Characters facing the Blue Dragon version of Tiamat if they had taken a long rest.

With these tweaks, the adventure would certainly work.

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
