The origins of the Shopkeeper are lost in time and legend. It is said that the Shopkeeper will appear when necessary and provide items, commodities and information, for a price, even if you are in the most inhospitable place in the world. Deep within an ice-covered cavern, or in an arid desert, or in the heart of a volcano, or even under the sea, adventurers in need of the Shopkeeper’s special services, report having witnessed the appearance of its dimension-travelling establishment in the most unlikely of locations. Those that meet with the Shopkeeper, speak of fair trade, intelligence, and wisdom, as well as the presence of several unique magical items… The Shopkeeper is a new DM mechanic in the form of a recurring NPC, that aims to solve the ever-present problem of trading availability for the Player Characters. The DM will decide, when, where, and in what context the Shopkeeper appears, nudging the players forward and relieving them of their gold in exchange for goods and services.

Did I misunderstand what "a new DM mechanic in the form of a recurring NPC" means? I was expecting an NPC and perhaps even a shop map or at least some kind of inventory table but it seems that there's only a few unique magic items. Am I missing something??

That is the reason there is no actual statblock for this NPC, but there are many aspects to its personality as described in the pdf. As for the inventory, it has all the items listed in the PHB under armor, weapons and adventuring gear, and every magical item listed on the DMG that is not unique, or owned by someone else, again mentioned in the pdf. Apart from all that, the shopkeeper also has some unique magical items that can be found only within its establishment.
As to it's identity, it is intentionally left open. Ask yourself, what kind of creature can do all that in my games, and you will have your perfect NPC Shopkeeper.
We are going to add an inventory table in the next updates, that’s a great idea, thank you for it.

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
