The Monster Manual and other official accessories such as Volo's Guide to Monsters contain a decent assortment of NPCs you can use to represent all sorts of characters, from simple guards and scouts to nobles and mages. However, there are many characters not fully represented.

The Complete Handbook of Allies & Enemies contains many new generic NPCs such as Alchemists, Amazons, and Artisans, just to name a few. In addition, you'll encounter several specialized character types for members of common fantasy RPG races, such as the dwarf hearthguard, the elf bladesinger, the gnome vanisher, and the halfling warslinger — all affectionately re-created from various racial kits in the old 2nd Edition Complete Handbook series. 

In addition, more advanced or skilled versions of all the basic NPCs (whether from the Monster Manual and other official sources or from this book) can be found within. For instance, Allies & Enemies introduces amazon warriors (Challenge rating 1/4), but also amazon elites (Challenge 2), amazon champions (4), and the amazon queen (7). Similarly, building up from the standard guard (Challenge 1/8) in the core rules, here you'll also find the seasoned guard (Challenge 1), the guard officer (2), and the guard commander (6). 

Finally, this book includes not just more powerful versions, but also variations on standard NPCs. Thus, in addition to the basic scout (Challenge 1/2) and its advanced versions, the able scout (2) and the weathered scout (4), you will also find the spellcasting ranger (Challenge 1), ranger knight (4), and ranger lord (6).

I'm looking at the Cult Mystic and I believe the ability scores are off. It says that they have a passive perception of 12, but their Wis mod is +3. Additionally, their skill bonuses and spell DC seems to suggest that the proficiency bonus is +4, but the bonus to the dagger attack roll is +2 (which is probably correct since it's CR 4).

Thanks, Jerad. Good catch. I originally had this NPC as an Int-based caster and then changed that to Wis at some point and changed some ability scores around. But then I must have forgotten to fix the rest of the stat block. This should be a Wis-based caster.

Skills Arcana +3, Deception +3, Persuasion +3, Religion +3
Spellcasting. The cult mystic is an 8th-level spellcaster. Its spellcasting ability is Wisdom (spell save DC 13, +5 to hit with spell attacks).

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
